<p>PURPOSE: To provide a video signal processor for making quantization distortion smaller at the time of encoding video signals sampled by different phases for respective frames. CONSTITUTION: Sub-sampled video signals inputted from an input terminal 1 are frame multiplexed so as to interpolate picture elements mutually thinned out from plural frames by a frame multiplexer 46. The multiplexed signals are blocked in a blocking device 2, orthogonally transformed in an orthogonal transformer 3, quantized by an appropriate quantization width in a quantizer 6, encoded in an encoder 7 and outputted from an output terminal 8. By multiplexing the plural frames and performing blocking, correlation among the adjacent picture elements within a block is made large and distortion by quantization is made smaller.</p> |
