PURPOSE: To prevent the avoidance of cells at a downstream device or a relevant cell exchange device. CONSTITUTION: The in-circuit processing parts 121 to 123 have the cell buffering constitutions for the out-circuits respectively and also are provided with the cell reading interruption means 191a to 193a and 1141a to 1143a to interrupt the reading of cells out of the cell memory circuits 171 to 173 corresponding to the out-circuits among a switch circuit 151 and the memory circuits 171 to 173 and 181 to 183 when the congestion occurs in a certain out-circuit or right before occurrence of this congestion. Furthermore, the cell writing interruption means 1141b to 1143b are added to discontinue the transmission of cells to the out-circuit corresponding to a certain cent memory circuit included in the part 151 through all in-circuit processing parts when the relevant cell memory circuit has the congestion or right before occurrence of this congestion. |
