PURPOSE: To provide an image forming device constituted so that synthesized transfer efficiency, specially the transfer efficiency (secondary transfer efficiency) to a second image carrier from an intermediate transfer body is extremely high and filming is prevented from being caused owing to endurance as for the image forming device transferring an image formed on a first image carrier on the intermediate transfer body and transferring it on the second image carrier further thereafter. CONSTITUTION: This is the image forming device transferring the image formed on the first image carrier 1 on the intermediate transfer body and transferring it on the second image carrier 24 further thereafter. The intermediate transfer body 20 is provided with at least an elastic layer and a covering layer. Then, the volume resistivity of the covering layer is under 1×10<14>Ω.cm and the resistance value of the transfer body 20 obtained when the covering layer is not formed is lower than the resistance value after the covering layer is formed. Besides, the resistance value of the transfer body 20 after the covering layer is formed is >=1×10<4>Ωand uner 1×10<10>Ω.
