<p>PURPOSE: To provide the device of a small hardware scale by obtaining a display format from characters/patterns inside pictures, selecting a motion vector pattern set beforehand and performing encoding. CONSTITUTION: At the time of the encoding, video signals are inputted to an input terminal 11, divided into the respective signals of Y, Cr and Cb in a decoder 12, passed through an A/D conversion circuit 13 and written in one of frame memories FMa 15 and FMb 16 through a selector 14. When write is performed to the FMa 15, in the FMb 16, data are passed through the selector 17 and sent to an encoding circuit 30. Mode switching signals 29 and picture format information 28 are inputted from a CPU 27 to the circuit 30 encodes picture data from the selector 17 corresponding to the information 28 by a screen unit by using a motion vector recorded in an EEPROM 23.</p> |
