PURPOSE: To provide a developer and a development replenisher excellent in developing capability, having the liquid stability suitable for use in an automatic developing machine, and suitable for processing negative and positive photosensi tive lithographic printing plates in common by containing a specific quantity of a specific compound as a development stabilizer, and containing an alkali agent to set the pH value of the liquid to a specific range. CONSTITUTION: One kind of compound selected from sugars, oximes, phenols, and fluoroalcohols is contained at 0.01mol/l or above as a development stabilizer, and an alkali agent is contained to set the pH value of a liquid to a range of 11.0-13.5. A compound having the acid dissociation constant of 5×10<-14> -1×10<-11> in particular is contained at 0.01mol/l or above, particularly 0.03-3mol/l as the development stabilizer, and the sensitivity of the PS plate to be developed can be stabilized. The stable holding power of pH is increased when the acid dissociation constant is set to this range. |
