The appts. has a rate signal receiver, control signal receiver and a response signal transmitter in each vehicle. A vehicle appts. (10) receives an electronic rate value carrier to make a booking on receiving a rate signal. The rate signal transmitter (30.2) is at a predetermined point in the traffic place. A control device (40,60) with a control signal transmitter (40), a response signal receiver, a response signal analyser and a vehicle registration unit is placed in the area. The rate signal transmitter and the control signal transmitter operate at the same wavelength and with the same modulation parameters. The signals are separated from each other by a special data telegram content. The rate signal transmitter sends signals to all vehicles in the surrounding area. The control unit receives response signals only from a predetermined control region when a vehicle passes this area. The vehicle registration unit only identifies vehicles and/or stores their identification, for vehicles which transmit no response or transmit a response without predetermined characteristics.
