PURPOSE: To enable film integration of blocks themselves without placing concrete floor plates on a foundation constructed through piling of the blocks by impregnating glass fibers with polystyrene. CONSTITUTION: A predetermined no. of yarns or rovings each formed by bundling 100 to 20,000 glass monofilamennts having a fineness of 3 to 25μm and surface-treated with a fiber size and a coupling agent are drawn and arranged on one plane in one direction to form a glass fiber sheet, which is then impregnated with polystyrene having a viscosity of 1,000 to 5,000P as measured at a shear rate of 1 to 100/sec to obtain a sheet 2 for fastening of foamed resin blocks having a fiber content of 30 to 85vol.% and a thickness of 0.1 to 1.0mm. Foamed resin blocks 1 with the weight of 0.01 to 0.03ton/m<3> are laid and arranged on a sand fill 60 in such a way that the lengthwise surfaces of adjoining blocks 1 are closely attached to each other and adjoining joints of at most 10cm between the widthwise surfaces thereof are staggered with each other. A solvent-free adhesive is applied to the piled blocks, and the sheet 2 is adhered thereto in a direction parallel with the direction of the joints to fasten the blocks.
