The fly-wheel system consists of a starting fly-wheel driven by a motor(10), an additional weight to the starting fly-wheel in order for increasing inertia wholly, and a controller. When the motor(10) is started, the additional weight is added gradually to the starting fly-wheel(100), and when the motor is stopped, the additional weight is released from the starting fly-wheel(100). The additional weight composed of sand, metal slag or grit contained in a weight tank(200).
