PURPOSE: To reduce the fluctuation of a friction factor even when water and oil are adhered on a friction surface and a friction speed is changed. CONSTITUTION: A friction material 1 is prepared by mixing together 2-8 vol. pts. short fibers 3 are mixed in 100 volume pts. rubber forming a rubber base material 2. The short fibers 3 are oriented in a direction crossing the surface of the rubber base material 2 approximately at right angles and the short fibers on a friction surface are caused to rise by 30μm or more. The friction material 1 is used in such a state to make friction contact with a mating material and in this case, a contact pressure on a friction interface between the friction material 1 and the mating material is 1MPa or less and a friction velocity is in a range of 10<-1> cm/sec-10<2> cm/sec.
