PURPOSE: To convert a spatial frequency of a video signal by reading an information charge in different timing respectively from light receiving picture elements of odd and even numbered lines. CONSTITUTION: A color component different from a light receiving picture element of an odd numbered line and a light receiving picture element of an even numbered line corresponds to a solid-state image pickup element 11. An information change generated in each light receiving picture element is transferred and outputted consecutively for a half of a horizontal scanning period respectively in the odd numbered and the even numbered lines. Since the information representing a color component of a video signal Y2(t) obtained from the solid-state image pickup element 11 does not include a high frequency component, the information passes through a low pass filter 17. The spatial frequency is converted by sampling the video signal Y3(t) obtained through the low pass filter 17 based on a sampling clockϕC having a desired frequency at an A/D converter circuit 18.
