PURPOSE: To obtain an excellent static charge characteristic, to surely suppress the sticking and fixing of toner and to improve durability by specifying the micro hardness of the surface of the contact part of an electrifying member with a body to be electrified. CONSTITUTION: The electrifying member 1 comes into contact with the body to be electrified 5 such as a photoreceptor drum and a voltage is applied by a voltage applying means 6 between the member 1 and the body to be electrified 5, thus to electrifying it. Then, the hardness of the contact part of the roll-like electrifying member 1 constituted in such a manner that an elastic body layer 3 having conductivity is formed on the outer periphery of a shaft 2 made of a conductive material such as stainless steel, with the body to be electrified 5, that is, the hardness of the outer periphery of the electrifying member 1 is made <=65 deg. micro hardness. In the elastic body layer 3, a conductive material such as carbon black is compounded with a unfoamed or a formed conductive rubber composite such as polyurethane and the volume resistivity is adjusted in the range of 10<9>Ω.cm, preferably 10<3> -10<7>Ω.cm.
