PURPOSE: To attain talking for a telephone service on emergency or the like even when a radio channel between a base station and a terminal station is busy or the like by providing a bypass radio circuit from a terminal station via another base station. CONSTITUTION: When a radio channel 6A between a terminal station 5A and a base station 4A is not available due to busy or the like, the terminal station 5A selects a bypass radio channel 7 to set a bypass route to the base station 4 thereby relieving a call. On the other hand, when the base station 4 receives a call from the terminal station 5A via the channel 7 and discriminates the incoming call through the bypass route, the imposition processing in a subscriber exchange 1 is not imposed and the base station 4 conducts imposition processing. Thus, even when a radio channel between a base station and a terminal station is busy or the like, communication is available while limiting a telephone service on emergency such as an emergency call via the bypass route from the terminal station via another base station thereby relieving the call.
