<p>PURPOSE: To obtain a reproduced moving image in which block distortion is not conspicuous by preventing block distortion from appearing at the same location as that of a frame. CONSTITUTION: The odd-numbered frame of a moving image signal is supplied to a block division part 12 via a switch means 11 and the even-numbered frame is supplied to a block division part 13 via the switch means. The block division part 12 divides the picture elements into the blocks of 8×8 picture elements from the picture elements on the left upper part of the frame. The block division part 13 shifts the picture elements by four picture elements in each of horizontal and vertical directions for the locations of the blocks divided by the block division part 12 and divides the picture elements into the blocks of 8×8 picture elements. A discrete cosine transformation is performed for the moving image signal divided by each block division part in a discrete cosine transformation part 14, the signal is quantized in a quantization part 15, further, a Huffman coding is performed for the signal in a Huffman coding part 17 and the signal is outputted.</p> |
