Process for electrolytically generating thermal energy comprises passing an electrical current through an electrolyte soln. contg. water. The electrolyte soln. is circulated through a first heat exchanger (5) and the gases generated during electrolysis are burnt in an incineration device (10). The thermal energy from the incineration gases is removed to a second heat exchanger (11) and the heat generated in the electrolyte soln. The heat generated in the electrolyte soln. is recovered in the first heat exchanger is used to pre-heat the gas supply to the second heat exchanger.
