PURPOSE: To obtain a glass cell which has smooth inside surfaces and has no clearances to be the cause for capillarity by inserting a blind glass tube inserted with a core into an outside core and extruding excess glass from the clearance between the core and the outside core. CONSTITUTION: The core 20 formed to a quadrangular prism shape is inserted into the blind glass tube 10 heated in such a manner that its viscosity attains 10<3> to 4.5×10<7> Pa.s by driving a cylinder 21. A heater 16 is retreated by driving a slider 18. Next, the slider 13 is lowered to insert the blind glass tube 10 and the core 20 into the outside core 30 of the quadrangular prism shape formed with chamfers 30b on the periphery of the opening and the blind glass tube 10 is drawn and is packed into a recessed hole 30a, by which the glass cell satisfying relations r>=a ((r) is the diameter of an inscribed circle with respect to the inside surface shape of the glass tube; (a) is the diameter of the circumcircle with respect to the outside surface shape), R>=b (R is the diameter of the circumcircle with respect to the outside surface shape of the glass tube; (b) is the diameter of the inscribed circle with respect to the inside surface shape of the outside core, a>b.
