PURPOSE: To obtain a cosmetic hardly causing blueing when applied to skin, capable of giving natural finishing having transparent feeling, having blocking effect on ultraviolet rays having 280-400nm wavelength area and requiring longer time than a conventional cosmetic in time till messy makeup happens. CONSTITUTION: This cosmetic is obtained by heating and evaporating a titanium compound, preferably at a boiling point of the compound or a temperature slightly lower than the boiling point, introducing the compound into a thermal decomposition furnace under vapor phase conditions, thermally decomposing the compound at 150-350 deg.C, preferably 250-300 deg.C, collecting the resultant amorphous superfine particle titanium oxide, immersing the titanium oxide into an aqueous solution of an inorganic acid (preferably hydrochloric acid), aging the compound in an atmosphere having >=60% relative moisture to provide superfine particle titanium oxide converted into rutile type, blending 1-50wt.%, preferably 1-20wt.% of the superfine particle titanium oxide with a cosmetic base. The rutile type titanium oxide has extremely small particle size of <=1μm and extremely large specific surface area of 100-300m<2> /g (BET method).
