PURPOSE: To relieve a call by continuing speaking by calling the move of return to an area before moving to a portable terminal when handover is failed by not disconnecting but securing a communication channel used for the area before moving even after the portable terminal moved with speaking enters the area of the moving destination. CONSTITUTION: When all the communication channels in a service area 2 at the moving destination are occupied although a PS 71 moves and tries hand- over, a base unit 3 transmits a hand-over refusal control message to the PS 71 while securing the communication channel used in a service area 1 before the move of the PS 71. When this message is received, the PS 71 calls the move of return to the former service area 1 to a user by using an interrupting tone. Then, when the PS 71 moves and returns to the service area 1, a CS 4 allocates the secured former channel to the PS 71 and reconnects it. |
