PURPOSE: To improve the production efficiency of a back light panel and to prevent the deterioration in quality due to long-term use by irregularly and densely inscribing fine ruggedness on the rear surface of a transparent plate to form a scattering surface, imparting fine ruggedness on the front surface of the transparent plate to form a light emitting surface and using such transparent plate as the back light panel. CONSTITUTION: The back light panel A is one piece of sheet of the transparent plate 5 made of an acrylate and is formed into a square shape. The rear surface of the transparent plate 5 is the scattering surface 50 having microflaws of a high density formed by shot blasting. On the other hand, the many straight recessed parts 52 are inscribed in parallel on the front surface of the transparent plate 5 to form the light emitting surface 51. The groove sections of the straight recessed parts 52 are formed into an isosceles triangular shape. The rays infiltrating the inside of the back light panel A diffuse successively over the entire part of the back light panel A while repeating the scattering on the scattering surface 50 on the rear surface and the reflection in the fine rugged parts on the front surface side according to this constitution.
