PURPOSE: To prevent an excessive force from being applied to a ceramic measurement pipe which is made of a fragile material and the measurement pipe from being cracked even if an excessive clamping force is applied when mounting a process pipe by providing a certain space or larger between the measurement pipe and a case member. CONSTITUTION: A spaceλbetween a measurement pipe 1 and grounding rings 6a and 6b is set to F.L/(π.D.t.E), where D is the aperture of a case member 2, L is the axial length, t is the pipe thickness, E is the modulus of longitudinal elasticity, and F is the clamping force by a bolt. A spacer which is at least as thick asδexpressed by the expression and is machined by a material whose modulus of longitudinal elasticity is smaller than that of the member 2 is inserted into the space of the measurement pipe 1 and the member 2. Thus, by providing a spaceδobtained from the expression between the measurement pipe 1 and the member 2, there is not contact to rings 6a and 6b, thus preventing clamping force from being applied to the side surface. Therefore, excessive clamping of a bolt 9 does not cause the measurement pipe 1 from being damaged.
