PURPOSE: To provide a recording and reproducing device of picture data capable of performing display without damage to an image even at the time of slow reproduction at the time of reproducing the picture data encoded by a predictive encoding system. CONSTITUTION: A read means reads the picture data from a tape-like recording medium on which the picture data for which video signals are encoded by the predictive encoding system are obliquely recorded by a rotating head, a storage means 221 stores the picture data read by the read means and a detection means 222 detects the picture header of the picture data stored in the storage means 221. A delay means 223 delays and outputs the picture data stored in the storage means 221 corresponding to the detected result of the detection means 222 outputs '0' for a prescribed period when the picture header is detected in the detection means 222 at the time of variable-speed reproduction.
