PURPOSE: To provide an inexpensive high capacity high frequency heating device adaptable to a plastic tube from which aluminum foil is excluded while utilizing an existing high frequency generator or an existing press device as it is, and further provide a high frequency heating and welding apparatus equipped therewith. CONSTITUTION: The support member 16 loosely fitted to the opening welding part 1a of a plastic tube 1 from below is provided and the metal ring 25 positioned within the opening welding part 1a of the plastic tube 1 is fitted to the outer periphery of the intermediate part of the support member 16 through a clearance. An induction heating coil 26 allowing the metal ring 25 to generate heat by the current supply operation of a high frequency generator 9 is provided on the outer peripheral side of the metal ring 25 so as to surround the metal ring 25.
