PURPOSE: To obtain a surface paper strength agent for improving surface strength such as wear resistance and fluff produced from pulp of wood made in the South Seas, comprising a copolymer consisting essentially of (meth) acrylamide. CONSTITUTION: This surface paper strength agent is obtained by copolymerizing (A) 50-97.7mol% of acrylamide and/or methacrylamide with (B) 0.5-20mol% of an reα,β-unsaturated dicarboxylic acid such as itaconic acid and/or its salt and (C) 0.001-5mol% of a monomer containing two or more vinyl groups in the molecule such as polyethylene glycol diacrylate. Optionally 0.01-30mol% of a vinyl monomer such as acrylic acid copolymerizable with the components A, B and C is added and copolymerized.
