The apparatus comprises a main and a subcontrollers for controlling lighting in the inside of tunnel in response to the lighting of the outside thereof; a detection unit for detecting lighting information; a conversion unit for converting an input control signal into a digital signal; a drive unit for driving the tunnel; and a display unit for displaying an operation state. The apparatus is characterized in that the subcontroller performs a consecutive control operation instead of the main controller being out of work, and in that the subcontroller also manually performs the control operation through a real time control from the main controller, and controls a manual operating unit.
