The liposome powder is prepared by (a) mixing 3.0-7.0 wt% propylene glycol, glycerine and 1.3-butylene glycol, respectively, as a moisturizing agent, and lipid-component supplying agent which contains 1.0-3.0 wt% cholesterol, 1.0-2.0 wt% sitosterol and 1.0-3.0 wt% phospholipid, the skin softening agent composed of 3.0-7.0 wt% 2-octyldodecanol, and 3.0-7.0 wt% vitamin E as nutrition component, 0.1 wt% antiseptic and 34.4-44.4 wt% pure water, (b) dispersing the above mixture homogeneously to make liquid phase liposome, (c) after mixing 12.5-47.5 wt% porous silica powder and liquid liposome, quenching this mixture to (-)50-(-)30 deg.C, (d) heating the tray(hot plate) up to 30-50 deg.C under the pressure of 0.1-0.5 torr and drying them.
