The circuit comprises a multi scanning unit for scanning a quantizied image signal in various kinds of scan patterns; a scan selecting unit for selecting any one scan pattern in which the number of samples till EOB is the smallest, the scan selecting unit being connected to a multi scanning part; and a multiplexor for outputting encode information of an encoding part having a changable length according to the scan pattern selection information selected by the scan selecting unit in connection with the scan selecting unit.
