Date Oct. 28, 1993.The picture data on the frequency space, compressed by discrete cosine transform (DCT), is variable length decoded by an inverse variable length encoding (IVLC) circuit 2. The inverse variable length coded picture data is processed by a decoding circuit 3 with an operation which is the reverse of re-quantization. The picture data, processed with the reverse operation of re-quantization, is processed by an near-linear inverse orthogonal transform (IDCT) circuit 4 with inverse orthogonal transform by approximation to a straight line. Respective elements of the picture data, grouped into blocks on the real space, are obtained by the near-linear IDCT circuit 4, and re-arranged in a block resolution circuit for producing replay picture data.
