PURPOSE: To provide a natural precise ZETA (zero-energy thermonuclues apparatus) potential by taking the electric resistance between electrodes differed depending on the filled state of a sample as a parameter, and correct the apparent ZETA potential by use of this parameter. CONSTITUTION: A gas of a fixed pressure is introduced into a fluid vessel 7 in the state where a sample is filled between electrodes 3, 3, a fluid 6 is made flow from the vessel 7 to a discharge vessel 9 side through a filling layer 2 in a cell 4 by the gas pressure, and the potential generated between the electrodes 3, 3 is measured. Each electric resistance value R0 , R between the electrodes 3, 3 before and after sample filling is measured, and a parameter (R0 /R) showing the relation between the filled state and non-filled state of the sample is determined by use of the measured values, and the ZETA potentialξis corrected by use of this parameter (R0 /R). The parameter (R0 /R) is multiplied to the apparent ZETA potentialξ' actually measured in the sate where the sample is filled, whereby the dispersion in calculated ZETA potential caused by the difference in filling of the sample can be solved.
