PURPOSE: To provide an image encoding method, image decoding method, and method and device for image processing which can make an encoding quantity less than that in conventional manner while suppressing visual deterioration in consideration of visual characteristics. CONSTITUTION: An image encoding device is equipped with a dividing means 101 which divides an input image into blocks including plural pixels, an extracting means 103 which extracts a block including pixels having different values from the respective diveded blocks, an outline encoding means 104 which obtains position information specifying the position of the extracted block in the image and encoding the position information into an outline code, and a waveform encoding mans 106 which encodes the pixel pattern in the extracted block into a waveform code.
