PURPOSE: To remove undesirable unfairness between calls at the confusion of a transmission line and to especially suppress the delay of interaction type application traffic. CONSTITUTION: A packet selecting means 21 selects packets received from a packet input part 1 in each class and sends the selected packets to corresponding buffers 25, 27, 29. An allocation ratio storing means 22 stores the inverse of a relative value of band width permitted in each class of the traffic as an addition value in each class, each of using rate measuring means 26, 28, 30 integrates an addition value corresponding to the class concerned which is stored in the means 22 in each output of a packet in the corresponding class and stores the integrated value as a measured value and a measured value reduction instructing means 23 reduces measured values stored in respective means 26, 28, 30 at a prescribed rate in each prescribed time. A class selecting means 24 selects packets in a class corresponding to a minimum measured value stored in the means 26, 28, 30 and outputs the selected packets to a packet output part 3.
