The circuit includes a noise elimination circuit for eliminating noise from direct current; power supply for generation circuit current by converting a signal from the noise elimination circuit; power factor controller for generating a direct current of good power factor by converting direct current from the power supply; a initial starting controller for integrating the direct current of good power factor from the power factor controller; a driving circuit for generating a high frequency signal in order to turn on the discharge lamp by receiving the power supply of the power factor controller and the initial starting controller; a feed back unit for performing a stable operation of the power factor controller; a light emitting unit for emitting light by the high frequency signal; a signal detecting unit for detecting an error state of the initial starting controller and outputting a control signal; and a switching unit for blocking the output of the initial starting controller by the control signal and stopping the operation of the driving circuit, the switching unit being connected between the signal detecting unit and the initial starting controller.
