PURPOSE: To prevent the deformation and peeling-off of an insulating layer due to stress during winding or thermal stress during use by providing an inorganic-organic composite material applied to the outer surface of a powdery compounded resin layer such as powdery epoxy resin having a thickness in a specific range formed on the outer surface of a coil winding portion of a core. CONSTITUTION: A lower insulating layer 7 is bonded to a core by a powdery composite resin such as spray painting or fluid dip coating of powdery epoxy after sandblasting or barrel polishing for the core. In order to obtain an insulating layer having no defect, the painting time is made extremely short and the thickness of the layer is set to a range of 10 to 100μ. The upper insulating layer 8 is made by a liquid of a low viscosity by diluting an inorganic-organic composite material such as a compound of silicate and an organic resin by an organic solvent. For the upper insulating layer 8, the lower insulating layer 7 is heated and cured and then coated by spray or dip coating method, thereby fully filling pin holes in a defective portion, repairing the defects and forming an insulating layer on the lower insulating layer 7.
