PURPOSE: To prevent the disturbance in the image of a high speed moving object when an image compressed and the compressed image is sent. CONSTITUTION: An image picked up by a camera 1 is stored in a 1st frame memory 2. A 2nd frame memory 3 stores the image of one preceding frame. A motion vector detector 4 compares image information outputted from the 1st frame memory 2 with image information of one preceding frame outputted from the 2nd frame memory 3 to obtain the motion vector of the image and integrates the difference between the picture elements of a current frame and one preceding frame and obtains a difference integrated value. The motion vector and the integrated value are discriminated by a discrimination device 5 to instruct a changeover device 6 for the image transmission in the 'INTRA mode' and 'INTER mode'. The changeover device 6 provides the output to an INTER mode processing unit 7 or an INTRA mode processing unit 8. The INTER mode processing unit 7 or the INTRA mode processing unit 8 processes the outputted image by one frame to output to a multiplexer 9. |
