CONSTITUTION: An image is divided into blocks, orthogonal transformation is applied to each block, an outputted code quantity is controlled by a code quantity control section RC and a conversion coefficient for each block subjected to orthogonal transformation is coded by a coding section VLC and the resulting image is sent in this image coding system, then a conversion coefficient capable of being coded is obtained from information from the code quantity control section RC and the conversion coefficient capable of being coded is left as it is and a coefficient unable to the coded is set to zero by a coefficient revision section CC.</p> |
