PURPOSE: To reduce power consumption by keeping a thermal fixing device at the temperature in accordance with the use circumstances of the device in the case of maintaining a fixing feasible state. CONSTITUTION: At a step S4, the predicted temperature falling degreeΔT1 of the thermal fixing device corresponding to a present use condition is read out from a temperature falling degree table where the temperature falling degree of the thermal fixing device in the past is held. In the case the predicted temperature falling degreeΔT1 is equal to or underΔTd for regulating the lowest temperatureΔTb for keeping the fixing feasible state which is set at present, operation progresses to a step S18, and the set target temperature of the thermal fixing device is reset based on the predicted falling degreeΔT1. Meanwhile, in the case the sufficientΔTd is set, copying operation is performed at a step S6, and thereafter, the actual temperature T2 of the thermal fixing device is detected at a step S8. Based on the actual temperature falling degreeΔT2, data in the temperature falling degree table being the history of application is updated at and after a step S10.
