PURPOSE: To provide a contact electrostatic charging member with which electrostatic charge uniform over a long period is made possible by providing the boundary of an elastic body and an electrostatic charging resistance layer with a boundary adhesive layer, thereby integrating the electrostatic charging resistance layer and the elastic layer and making the surface roughness of the electrostatic charging resistance layer small. CONSTITUTION: This contact electrostatic charging member 1 electrostatically charges a body to be electrostatically charged by coming into contact with the body to be electrostatically charged. The contact electrostatic charging member 1 is composed of a contact electrostatic charging member which consists of at least a conductive substrate 2, an expandable elastic body 3 contg. conductive fillers, an electrostatic charging resistance layer in contact with the body to be electrostatically charged directly or via other layer and a boundary adhesive layer 4 existing at the boundary between the expandable elastic body 3 and an electrostatic charging resistance layer 5 and in which the boundary adhesive layer 4 contains at least an acrylic resin and silane coupling agent and the surface roughness (RZ'μm') of the electrostatic charging resistance layer 5 is 1<RZ<30.
