PURPOSE: To avoid deterioration in an image by cyclic refresh by providing a coding control section not executing cyclic refresh when other image coder to be connected is made by the same company. CONSTITUTION: A coding control section 12A makes discrimination of INTER/ INTRA as to received image data and selects changeover switches 2, 11. In this case, the coding control section 12A identifies as to whether or not the equipment of an opposite station uses the same equipment of its own station in the case of connection negotiation by referencing a server number of a non- standard BAS code and a model identification code and when the model of the opposite equipment is the image coder manufactured by the same manufacturer in compliance with the international standards, no cyclic refresh is executed. Thus, the discrimination of INTER/INTRA is made for a substantial criterion only. Then processing of DCT, quantization and variable length coding is made and the resulting signal is sent. Since no cyclic refresh is made, an image with high quality is obtained. |
