The storage system is made of a nonwoven made of filaments of thermoplastic polymers, shaped into a closed pouch containing a water-soluble active component. The pouch is intended to ensure a prolonged release, proceeding linearly, of the active component into an aqueous medium. For a given active component, the desired diffusion kinetics are obtained by adjusting the surface of the nonwoven and the degree of hydrophilicity of the latter, according to the availability of the active component. For this purpose, the nonwoven is impregnated either with a polysiloxane or a quaternary ammonium salt or with a perfluoro compound or a paraffin-acrylic resin.
