The invention relates to a heating and ventilation device and a method for controlling it, in particular for rail vehicles for so-called local transport. There is provision to arrange a main blower (A) which is connected on the intake side to at least one external air opening which has gravity flaps and to provide it on the pressure side with at least one length of duct which leads to vent openings for the interior, at least one additional blower (B) which is connected on the intake side to the length of duct and on the pressure side to the heating registers and heating lines being arranged in the length of duct. During heating mode, air is sucked out of the interior via the length of duct by the additional blower. During ventilation mode, more or less air is additionally fed by the main blower (A) depending on the level of heating. In ventilation mode, only air is fed by the main blower (A).
