PURPOSE: To provide a rolled material delivery device which requires no damping device and can deliver a strip-like film at a predetermined speed following an increase or decrease in the roll diameter of material film. CONSTITUTION: A fourth driving motor 40 is connected to a rolled film 15 and the rolled film is rotated in a predetermined direction to deliver the strip- like film at a predetermined speed. An auxiliary roller 28 and a center sealer 29 are rotated by the rotating force transmitted thereto from a second driving motor 33 so as to draw the delivered strip-like film at a predetermined speed (higher than the delivery speed) and feed it to a bag forming device 18. A tension detecting device 48 is provided midway through the transfer of the strip-like film so as to detect the tension of the strip-like film being drawn and send the detected tension to a speed control device 38. In the speed control device, the given tension is compared with the reference value and, when the actual tension is greater, the rotating speed of the fourth driving motor is increased and, when the actual tension is smaller, the rotating speed of the fourth driving motor is decreased.
