PURPOSE: To set an optimum control position of a governor actuator correspondingly to width of a mechanical operation range even when it shows variation. CONSTITUTION: A stroke lower limit position A of a governor actuator is set by adding to a lower limit position D of a mechanical operation range (a) a value (α.a) which is prepares by multiplying the mechanical operation range (a) of the governor actuator by a first set ratioα. A stroke upper limit position B of the governor actuator is set by adding to the lower limit position D of the mechanical operation range (a) a value (β.a) which is prepared by multiplying the mechanical operation range (a) by a second set ratioβ(>α). A waiting position C of the governor actuator is set by adding to the lower limit position D of the mechanical operation range (a) a value (γ.a) which is prepared by multiplying the mechanical operation range (a) by a third set ratioγ(>β). The position of the governor actuator is regulated at the time of TRC based on the set positions.
