PURPOSE: To produce a full-processed nonoriented silicon steel sheet excellent in magnetic properties, weldability, punchability, and volume occupancy by providing the surface of a steel sheet, having a sspecific composition consisting of C, Si, Mn, P, S, Al, N, O, and Fe, with a specific organic and inorganic mixture film and also regulating its surface roughness to a specific value. CONSTITUTION: An organic and inorganic mixture film is formed on the surface of a steel sheet having a composition consisting of, by weight, <=0.005% C, 0.05-4.0% Si, 0.1-1.5% Mn, <=0.15% P, <=0.01% S, >0.15-0.8% sol.Al, <=0.01% N, <=0.02% T.0, and the balance Fe with inevitable impurities, and its surface roughness Ra is regulated to <=0.25μm. This film is composed of phosphoric acid type or chromic acid type inorganic components and organic resin, and the content of organic resin is regulated to (50 to 700)mg/m<2> .
