The apparatus and method performs a watertight test on a coupling part(C) of the PCC(prestressed concrete steel cylinder) pipe laid in a thermoelectric or nuclear power plant for supplying a large quantity of water. The apparatus comprises a test tube(1) including sealings(12,13) having high pressure medium receivers(12a,13a) on the circumference of a main body(11) and a high pressure medium receiving groove(14) formed between the sealings(12,13); a support(2) comprising a number of support members(21), connected by pins(22) to support the inner wall side of the test tube(1); a means(3) for supplying the high pressure medium, such as water and air, to the receivers(12a,13a) and the groove(14) by use of a tank(31), a pump(32), presuure guages, and valves(V1,V2,V3).
