PROBLEM TO BE SOLVED: To reduce the fatigue of an operator, and interruption of operations by pivotally connecting a guide handle to a tamper head in the periphery of a pivot point and forming a grip section at one end section of the handle and an extending section at the other end section under specific conditions. SOLUTION: The pivot point 11 of a guide handle 10 is arranged to the upper section of a virtual perpendicular extended to an axial center in the longitudinal direction of a tamper body from the grip section 10a of the handle 10, and the mass of the handle 10 satisfies weight distribution expression, using the pivot point 11 as an imaginary branch point.
