摘要 PURPOSE: To reduce the arithmetic quantity without deteriorating a prediction characteristic by conducting motion estimate only with a block matching using a block including a representative point in the motion estimate system. CONSTITUTION: A current frame original image 402 and a reference image 404 are stored in frame memories 403, 405 in a motion compensation representative point motion estimate section 401. A block matching 406 accesses the memories for each block including a representative point to conduct motion estimate by multiplying a weight coefficient with a prediction error. A prediction image synthesis circuit 409 synthesizes a prediction image 410 based on a reference image 408 by using a motion vector at the obtained representative point. A subtractor 411 obtains a prediction error 412 between an original image 407 and the prediction image 410 and a coder 413 applies coding to the difference to produce predict error information 414. Thus, the amount of arithmetic operation for motion estimate processing in the motion compensation system is reduced, in which a motion vector of a picture element is represented by interpolation of plural adjacent motion vectors at plural representative points.
