PURPOSE: To faithfully variable-magnify a picture expressed with outline vector into an original picture even at the time of reducing the picture. CONSTITUTION: The outline vector is extracted by an outline extraction means 12 from a binary picture acquired by a binary picture acquirement means 11. An outline smooth variable-magnification means 13 smoothes the picture expressed by the outline vector and variable-magnifies it. A variable magnification rate in this case is controlled by a variable magnification control means 17 so that the variable magnification rate of a second variable magnification means 16 and a synthesized variable magnification rate become desired ones. The smoothed and variable-magnified picture data is converted into the binary picture by a binary picture reproduction means 14. The binary picture is variable-magnified by the second variable-magnification means 16. It is desirable that the variable magnification rate of the smooth variable magnification means 13 becomes more than one. Thus, the variable magnification of picture data expressed by vector is limited to enlargement. Abuses that faithfulness to the original picture is lost or unnecessary data is required to be processed at the time of reduction, can be prevented.
