PURPOSE: To obviate the preparation of a number of touch rollers for changing in accordance with change of a cutting width after cutting, and a storage space for these, and improve the operability by changing the position and winding width of winding devices, and specifying the width of touch rollers to be a specified width size for actuation. CONSTITUTION: In the case of the maximum cutting number of two, two narrow webs of a width of W/2, or two narrow webs of widths of wmax and (W-wmax) in the case of different width cutting are produced. Two touch rollers 8a, 8'a of a roller width of (wmax+α) and (W/2+α) are therefore prepared, the touch roller 8a having the roller width of wmax+αis installed on a touch roller device 9a which corresponds to a right end winding device 10a at a front line, and the touch roller 8'a having the roller width of W/2+αis installed on a touch roller device 8'a which corresponds to a winding device 10'a at a rear line left end. In the case of cutting three webs, a touch roller 8b having a roller width of W/3+αis installed on a touch roller device 9b which corresponds to a winding device 10b.
