<p>PURPOSE: To prevent the deterioration in image quality and to prevent an output of an extreme value having a large quantization error. CONSTITUTION: A discrimination section 16 of a processing section 13 receives the weight sum among an S/N evaluation value being a quantization error of an input signal value and a quantization decoding value, a spatial fluctuation evaluation value being a difference between spatial fluctuation of the input signal spatial fluctuation of the quantization decoded value, and a difference between time fluctuation of the input signal and time fluctuation of the quantization decoded value to calculate a new standard evaluation value. The evaluation value is calculated based on three quantization objects as quantization objects of a limited number, that is, a quantization value minimizing the S/N evaluation value, and quantization values above and under the quantization value and the quantization object minimizing the new standard evaluation value is extracted at an output terminal 14 selectively.</p> |
