摘要 <p>PURPOSE: To reduce the circuit scale and to provide a margin for the operating speed by controlling the information quantity to limit an excess code amount of a SYNC block and allocating the reduced code quantity to other macro block. CONSTITUTION: An upper limit deciding device 11 decides an upper limit for each macro block for the total code quantity for each macro block with respect to all quantization numbers obtained by a macro block code quantity calculation device 9 based on coefficients after DCT transformation. Furthermore, a macro block quantization number selector 13 applies a limit to a quantization number of a compression block decided by a compression block quantization number decision device 12 based on a total code quantity of the compression block obtained by a computer 10 to obtain a quantization number for each macro block. Thus, the capacity of a memory in a formatting circuit 7 used to store a macro block code not stored in a corresponding SYNC block to other SYNC block is reduced.</p>
