PURPOSE: To obtain cement securing a sufficient kneading operation time, having high-early strength, capable of being stably preserved for a long period of time without requiring a specific packaging material, comprising a cement parent material containing quicksetting cement and a setting modifier as main parts of cement. CONSTITUTION: A cement parent material (A) in an amount of 100 pts.wt. comprising 100 pts.wt. of base powder composed of 5-90 pts.wt. of 12CaO.7Al2 O3 and 95-10 pts.wt. ofγ-2CaO.SiO2 and 2-1,000 pts.wt. of gypsum, preferably 100 pts.wt. of a cement parent material composed of slag in a reducing state and gypsum is blended with 0.5-5.0 pts.wt. of powdery setting modifier (B) comprising at least one of CaO.Al2 O3 and glassy calcium aluminate and having <=4,000cm<2> /g Blaine value as main components to give the objective cement.
