The device has a stop or catch mechanism which is operated by a pushbutton element (13) from outside of the device housing. The mechanism has a clip (1) of which one end of the two arms cooperates with a stop wheel (5). The latter is arranged coaxially with a timing wheel (8). The mechanism also has a wheel with a column situated between the two arms of the clip, and includes a ratchet (2) which is operated by the push-button and a wheel with a column of the catch which cooperates with the arms of the clip. The wheel with the column is operated in rotation by the push-button in successive steps in the same direction and is equally solidly of a spring wheel having spring elements of which the extremities cooperate successively with a peripheral tooth of an engagement wheel (17) of the catch or stop mechanism. the axis (B) of the column wheel (2-4) is located between the pivot axis of the timing element A) and the pivot axis (C) of the clip. The latter is formed of a single piece which pivots by one of its ends and has elastically deformable arms.
